Minutes of 17 February 2010
CALL TO ORDER: President Rossow called the meeting to order at 1200 hours at the Pueblo del Sol
Club.

AGENDA APPROVAL: Director Black moved and Treasurer Abney seconded a motion to approve the agenda.
The motion carried.
MINUTES: Director Fenstermacher moved and Past President Gill seconded a motion that the minutes of
20 January 2010 be approved as published. The motion carried.
PRESIDENT’S REPORT: Pres Rossow reminded everyone that COL Faulkner will be the guest speaker at
tomorrow’s dinner meeting. He said that Vice-President Finnegan would select a host for the
speaker. He stated that he would like to make a brief announcement at the dinner to direct people
to our website to review the D-Day paper that Dir Fenstermacher has prepared. He noted that
communications awards submissions have been sent to MOAA National for our Website, Dir
Fenstermacher’s Legislative Updates and the Heliogram.
TREASURERS REPORT: Treasurer Abney reported that financially, we are ahead of last year by a couple
thousand dollars. He stated there are still 75 membership dues letters out which if paid will bring
in approximately another one thousand dollars He will run a final dues notice letter in another 2-3
weeks. He also reported that almost all outstanding obligations have been met with the exception of
the upcoming scholarships. There will be seven scholarships awarded this year. That will leave the
scholarship fund with approximately $10,000. Five Thousand dollars will be invested in CDs and the
remainder will be set aside for next year’s scholarships. He also noted that the organizations
annual audit is completed and there was only one finding which was a missing voucher for the
Community Chorus’s Christmas Program. A hard copy of the audit was provided for the president and
secretary. Past Pres Gill moved that the treasurer’s report be accepted, subject to audit. 2nd
Vice-Pres Okimoto seconded it. Motion carried.
COMMITTEE REPORTS:
CMTY LIAISON: Dep Dir Fenstermacher reporting for Dep Dir Devine stated that Grant Woods who is
supporting the payday loan legislation was in Sierra Vista and met with members of the UVC.
Following his presentation, it was felt that it didn’t do anything to change the minds of the
members. The following information provided by Dep Dir Devine:

or 6:00 PM and Mar 7th at 2:00 pm at the Ethel Berger Center

•Sierra Vista Regional Health Center 2010Advocacy Agenda = Promote Reauthorization of Section 1011
Emergency Treatment Funds, and Oppose efforts to cut Disproportionate Share Hospital payment,
Graduate Medical Education funds, and Stable, Accessible, Viable and Efficient rural hospitals, and

•The Commission of Disability Issues presents Sierra VistAbility Day at the Ethel Berger Center on
Mar 27th at 10:00 am – 2:00 pm.
•NAMI Walks 2010 Kick Off, Feb 25th 5:30 – 7:30 pm, at the Sierra Vista Public Library.
•The Southern Arizona Veterans Cemetery will dedicate the AMVETS Carillon on May 31st.
•The Sewing & Knitting for the Troops, with 40 volunteers have sent a total of 11,268 hand-sewn
or hand knit items to our military across the globe – to support them, contact June Kennedy at

PUBLIC RELATIONS: 1st Vice-Pres Finnegan: No Report
Webmaster: Dep Dir Bill Colberg reported that he has added a new link to our website that is
directly related to Dir Fenstermacher’s D-Day information. The government has developed a forms
downloading website where you can request forms such as a new DD214 or other forms which can then
be filled out and either send via mail or Faxed. He also noted after talking with Dep Dir
Puttkammer that the advertising sponsors have fallen off. In order to help make it more inviting
for sponsors, he will offer to put a small “blurb” about the sponsor’s business on our site and
then add a link directing you to their website.
Heliogram: Pres Rossow noted that he has submitted the president’s note and requests that anyone
else having articles to be submitted get them to Dep Dir Puttkammer by the end of this week.
SCHOLARSHIP: Director John Black reported that the deadline for applications for this year’s
scholarships is 15 March. Interviews will be conducted on 6 April with announcement of the winners
shortly thereafter. The Scholarship Winners Hosted Dinner will be held at the 15 April meeting. He
has completed a scholarship announcement article that he will submit to the local paper. He also
reported that with the help of Pres Rossow, we were able to get a table at the high school’s
College Night. Since there was not a separate Scholarship Night offered this year, it afforded us
the opportunity to provide information about our scholarship program to the students.
LEGISLATIVE AFFAIRS: Director Fenstermacher reported that at the federal level, they are still
hoping that someone does something regarding the issue of the 21% reduction in the Medicare and
Tricare fees. He stated that the legislature is in recess this week and that is why he suggested
sending letters. However, with the anthrax issue, the letters are not getting through in a timely
manner. Therefore, next time he will suggest that people fax their letters. When they are out of
recess next week, they will only have 4 days to do something. He has a feeling that it will only
get extended again. At the state level, regarding payday loans, he received a note from a group
that is watching this issue closely who stated that they are planning to do a “strike all” bill,
HB2002, for the commerce committee’s meeting today. He learned that subsequently the chairman of
the commerce committee didn’t have enough support so they didn’t do the “strike all” bill. They are
doing a “strike all” bill, HB2002 but it is something else. He stated that the payday loan industry
is serious about this issue and has 28 registered lobbyists working the issue. He stated he has an
email letter ready to go when this issues comes up.

OLD BUSINESS: None
NEW BUSINESS: Summer schedule for dinner meetings: Discussion resulted in consensus by Board that
we have a dinner meeting in June and none for the months of July and August.
Alternative BOD Meeting Venue: Discussion resulted in consensus that we select another location for
our meetings. Past Pres Gill recommended the Elks Lodge. Everyone seemed in agreement to pursue
this location. Past Pres Gill will send out a menu list. TMAC was also recommended.
Knitting and Sewing for Troops Group: Group knits caps for troops assigned overseas. Need support
to cover cost of materials and shipping. Past Pres Gill moved to provide $100 in support of their
efforts. Treasurer Abney seconded the motion. Motion carried.
